Firefighting training areas: AFFF exposure

Aqueous film-forming foam (AFFF) is regularly used for training exercises in firefighting training areas, which are among the most contaminated sites for AFFF exposure. As a way to prepare firefighters for real-life emergencies involving flammable liquids and gases, military bases and civilian training centers have conducted countless drills using AFFF since the 1960s. There have been repeated instances of exposure at training facilities that have compromised environmental conditions and posed severe health risks to personnel.

How training exercises led to widespread exposure

Jet fuels were intentionally ignited in concrete burn pits in military firefighting training areas for training. Firefighters relied on the use of AFFF repeatedly to control these burns, releasing PFAS chemicals into the environment. Furthermore, the training personnel were required to wear protective gear that also contains PFAS, increasing their exposure to toxic compounds.

Training exercises often discharge contaminated foam and water to unlined systems designed only to remove petroleum products, not PFAS chemicals. A large amount of this contaminated water was discharged into the groundwater and surface waters. Contamination also occurred through:

  • Stormwater runoff carrying PFAS from training areas
  • Leaks in concrete containment systems
  • Incomplete capture of firefighting foam during exercises
  • Improper disposal of contaminated training materials
